Royal Decrees On Visa Waiver And Governance Centre Cancellation

MUSCAT: The Sultanate of Oman has issued Royal Decree No. 53/2025, which ratifies an important agreement between the government of Oman and the government of the Russian Federation. This agreement, signed in Moscow on April 22, 2025, allows for the mutual waiving of visas between the two countries. This step is expected to facilitate travel, tourism, and business exchanges, strengthening bilateral relations and cooperation. The decree confirms the agreement as attached to the official document, ensuring it is legally binding and enforceable from the date of issue once published in the Official Gazette.

Additionally, Royal Decree No. 52/2025 announces the cancellation of the Oman Centre for Governance and Sustainability. This decision signifies a structural change in how governance and sustainability issues are managed within Oman. The decree states clearly that the centre will no longer operate as an independent entity. Instead, its functions, responsibilities, and assets will be integrated into the Financial Services Authority. This move aims to streamline government efforts and optimize the use of resources under a centralized body that handles financial and regulatory matters.

The decree further specifies the transfer of employees from the cancelled Oman Centre for Governance and Sustainability to the Financial Services Authority. Importantly, these employees will retain their financial grades and benefits to ensure continuity and stability in their employment conditions. This reflects the government’s commitment to protecting workers’ rights while reorganizing its institutional framework. The shift is intended to maintain the expertise and workforce needed to support Oman’s governance and sustainability agenda within the new structure.

Lastly, the decree states that any previous regulations or rules contradicting this decision are hereby cancelled. This legal provision is necessary to avoid conflicts and ensure clarity in the enforcement of the new directives. Like the visa waiver decree, this cancellation decree will be published officially and enforced immediately upon issuance. Together, these decrees represent a significant update in Oman’s domestic and international policy frameworks aimed at improving governance efficiency and enhancing diplomatic relations.
